My virtual machines don't appear to be affected by this, as they seem to continue to run normally. None of these things stop working entirely, they just come to a crawl. If I choose to reboot before the slowdown seems to hit, the reboot happens very quickly as well.
I can also create a new virtual machine quickly with no issue and I can insert the integration services disk quickly without issue. If I reboot the server it runs fine for the first several minutes and I can open/close the above mentioned dialogs quickly with no issue. If I try to insert the integration services disk into a VM, it takes a REALLY long time.
If I try to reboot the server, it takes a really long time for it to shutdown all the services. I then noticed that if I try to edit the settings of any existing virtual machine, that page will again pause for a REALLY long time loading the settings dialog box. Where I first noticed it was when creating a new virtual machine, it would pause for a REALLY long time on the loading page when trying to assign the start-up memory for the new virtual machine. Server runs fine right after a reboot, but after it has been up and running for a period of time (maybe 15 minutes or so) certain things really slow down. Fresh deployment of Windows 2012 R2 full GUI server with the Hyper-V role.
